Confederated Stars of Humanity
The CSH is, unlike most other big Trans-National Organizations quite old and not part of the Galactic Community. In the Early years of Space Colonization, those feeling Opressed, not welcome or otherwise Pursuit for believes, status etc. fled in big Hive Ships that, unlike the Organized Colony efforts were mostly cobbled together by the ones going on the one way trip to a Region somewhere close to the end of the Sagittarius-Carina Arm. Long Range Observation for Colony Candidates estimated a cloud of potentially Habitable worlds around there. Deemed not viable for Earth to send Colony ships there, this was the Perfect Destination for those who didn't want to engage with the old Systems, who didn't wish to be part of an ever growing cesspool of Power struggles.
Early Colonies were rough. No information about the Planets they landed on, no Information of their Surroundings. In some cases beyond what they could see with their Eyes was unknown. But with the Info they brought, the tools they had and Solidarity a good chunk Survived their Early Colony phases.
A inconsistent stream of Colony ships went towards this Region, each time bringing more and more Sophisticated Tech and new Ideas with them. Slowly the Older Colonies ventured themselves back out into space, taking control over their Stars and got into Contact with Fellow Exodites. Instead of Forming a Central Government or anything like it, First Loose Alliances were formed and later the Stellar Human Alliance, Practically a mere Defensive Alliance in case Old Humanity would knock on their Doorstep to blast them with everything they got.
When the United Roman Empire Actually knocked, they were completely caught off guard. Explorer vessels pierced their Sensors and without knowing exactly who it is, monitored. The Explorer quickly realized Civilized Societies, and returned back to Known Space. The Star Alliance quickly built more Navy vessels but when the First Contact War or better known to the Exodites as the Retribution came, a large chunk of Organized Military was destroyed. But the URE didn't expect the lengths they would go to ensure no Earth would rule them ever again. Instead of trying to match the Navy that had been battle hardened over 100's of Years of Conflict, they instead used "Innovative Space Tactics". Insanely fast ships, basically a Reactor, Propulsion and the Payload were developed. These Oversized Missiles turned out to be easily producible and quickly busted Cruisers and Battleships. With their little bit of Breathing room bought they also added Manned Boarding Missiles to their Missiles that would separate after getting between the Formations and shot at any nearby ship. Inside of these Capsules were a good 40 Armed Soldiers ready to kill.
The Retribution ended with a Pyrrhic Victory for the URE but, it also established the Relationship for the Coming Years. Which were Shoot first ask questions later. The Alliance lost about 15% of their Galactic Space to the URE and determined to ensure that not one more Planet will be lost the Star Alliance was dissolved and a new Institution was formed. The Confederated Stars of Humanity. a more Integrated Approach with all Defensive Strategy and Tactics being its Responsibility with a few overall rules and Standardization for Commerce. The Combined Star Navy is the CSH's Navy and Conducts Raids, Skirmishes and Surveillance along the Border. Together with its Ground Arm the Emancipation Army, or just EmCom constantly harass the GISC. Just enough to get the odd Secret out of their Tech but not enough to trigger a large Scale response.
