Sayag-Emaht

To call it a kingdom would be an insult, both to it and to the concept of kingdoms. Sayag-Emaht is a smattering of islands, basking in warm sunlight and lush greens. Around the smaller islands is a ring of land, providing shelter to those inside, open on one side just enough to allow most common ships through.   A junta of nine pirates watch over it. There are few rules save for what the junta agrees on (and what it can enforce). They do not concern themselves with the kingdoms of land, except when they feel like it. They survive by trade with the far-away coastal cities (pretty much every port is 'far away' from the island). That, and by taking what they want from the passing ships. The junta are not all pirates... just mostly. And they're very keen on remaining the only pirates around.

Structure

The junta's actual compositions changes as members come and go, but generally there are 8 pirate captains, plus one (generally the most senior) serving as an advisor-leader: the representative for the islanders as a whole, often asked to settle disputes where no majority can be reached otherwise. If the islands are threatened from the outside, one of the pirate captains will be charged with overseeing the defences.   When acting as part of the junta, the captains are often called by the ruling titles of their home countries (princess, magnate, tsarina...) in a mockery of the customs of their once-homes.

Public Agenda

Freedom to do as they wish. Freedom from the rules and laws of the kingdoms that birthed them, from having to play nice for the gain of another.

Assets

Many ships! They probably have the largest sort-of-united fleet around.

History

As an organised people, they are probably the youngest in the lands, only a few hundred years old at most. The islands were not inhabited before, and were too far for any single coastal kingdom to hold.   If they manage to not destroy themselves, in a few decades Sayag-Emaht will be the major merchant-state*, sitting at the centre of the sea-routes between the coastal cities of the kingdoms around and controlling the seas.   *I'm sure there's a proper name for that...
