Count Skar Fenrholt of Neufinwald
Obsessed with blood purity, viewing commoners as genetically inferior. Enforces rigid class segregation.

Countess Fyrelle Varnthar of Kodeck
Paranoia drives her to see rebels in every shadow. Rules via a network of spies and plenty of poorly justified arrests.

Count Vostig Zyncliff of Steiler
Decadent hedonist who drains his lands for personal luxury. Imposes ruinous taxes.

Ruthless militarist who glorifies conquest. Conscripts peasants into endless wars.

Master manipulator who sows discord among rivals. Orchestrates noble feuds to distract from his own plans.

Zealous crusader who conflates faith with obedience. Enforces draconian religious laws, burning “heretics” at public sermons.

Megalomaniac obsessed with immortalizing his name. Forces laborers to build vanity projects for very little or no pay.

Silver-tongued diplomat obsessed with international prestige. Sells off natural resources and conscripts to secure foreign favors.

Control-obsessed micromanager who distrusts subordinates. Institutes labyrinthine regulations and permits which change regularly.

Countess Nyrra Ostgrym of Lausenheim
Vain aristocrat who equates beauty with moral worth. Imprisons those deemed “unsightly” and levies fines for “aesthetic violations.”

Count Snorval Korngrim of Walzach
Sadist who revels in public spectacles of cruelty. Hosts gladiatorial games where "criminals" face mutilation by monstrous magical beasts.

Countess Hyrra Snorvald of Sacken
Knowledge hoarder who fears an educated populace. Bans books and executes missionaries to maintain ignorance.

Count Ylthar Fyrbrand of Kangen
Greedy extractor who treats land as a resource to strip. Promotes unchecked pollution and exploitation.

Countess Haldris Gundthar of Gernsbach
Superstitious tyrant who blames magic for unrest. Orders witch burnings and bans non-state-aligned spellcasters.

Industrial monopolist obsessed with profit margins. Deploys private militias to break strikes and silence attempts at unionization.

Media mogul who fabricates reality for the masses. Floods newspapers with propaganda painting whomever he's paid to as “unpatriotic” and worse.
Holdings in every county, mostly newspaper printers.

Torbryn Thyldorn (f)
Mercenary arms dealer thriving on chaos. Sabotages peace talks to prolong wars and sell weapons to both sides.
Holdings in Kagen, Lausenheim, Sacken, and Gernsbach, mostly magitech workshops, trading offices, and warehouses.

Rynhold Varnthar (m)
Loan shark turned banker who preys on desperation. Traps entire families in debt slavery through compound interest schemes.
Holdings in Steigchtal and Durheim. mostly banks and loan offices.

Hargelle Orvengast (f)
Tech tycoon mass producing factories. Hires workers with unscrupulous and deceitful contracts then works them to death.
Holdings in every county, mostly factories.

Hjalkar Fyrstahl (m)
Resource baron hoarding essentials like food and fuel. Creates artificial scarcity to inflate prices during crises.
Holdings in every county, mostly warehouses and trading offices.

Jorwyn Thrymgaard (f)
Pharmaceutical profiteer capitalizing on plagues. Withholds cure formulas in order to sell treatments over and over instead.
Holdings in Kangen, Kodeck, and Lausenheim, mostly alchemical workshops.



 

Factory Foreman
Stoic and calculating. A disillusioned overseer who manages with cold precision to ensure his quotas are met without overtaxing his workforce.
Manpower Managerial skill and a fiercely loyal workforce of laborers.

Blacksmith
Stubbornly principled. A hulking artisan who refuses to forge weapons for the count’s army.
Manpower Well-known and respected across a number of artisan guilds that he makes tools for, giving a lot of pull among valuable skilled labor.

Discharged Soldier
Jaded but loyal. A limping veteran who trains rebels in guerrilla tactics while nursing a whiskey habit.
Manpower Friends with fellow veterans who can rapidly recuit and train troops.

Sunshiney Lumberjack
Unquenchable optimist. Spins tales of upper class fools and lower class heroes into work songs for the woods.
Manpower As the most loved axe-swinger in all of Kagen and a veritable folk hero, where she goes hundreds will follow.

 

Miner’s Union Organizer
Grimly optimistic. Survived a tunnel collapse. Rallies miners with dark humor and unshakable resolve.
Resources A magnetic charmer with connections that smuggle ores out of mines.

Black-Market Courier
Ruthlessly efficient. A tight-lipped smuggler who prioritizes the revolution over personal bonds.
Resources Access to secret trade routes and criminal supply networks.

Merchant Captain
Gruffly independent. A weather-beaten sailor who managed to buy his own vessel and become independent. Smuggles fugitives “for the thrill, not the cause." but actually does it for the cause.
Resources Controls valuable trade contracts and has good relationships with other merchants.

 

Disgraced Artificer
Cynical but resourceful. A bitter inventor who repurposes and maintains tech for criminals, so long as they target the wealthy.
Subterfuge Wide network of criminal connections combined with a cunning acumen and experience surviving outside the law.

Street Illusionist
Charismatic trickster. A flamboyant showman who uses sleight-of-hand to spread coded propaganda.
Subterfuge Excellent instigator and agitator, capable of mobilizing large groups of people to action while also controlling the rumor mill.

Ratcatcher
Misanthropic but loyal. A grimy loner who trusts rats more than people but adores the revolution, and has a fiercely loyal following among outcasts.
Subterfuge Critters and vermin get into everything, and with the right training and a little magic, they'll tell you all about it. An unexpected avenue for spycraft.

 

Dissident Priest
Fiery and empathetic. A preacher who condemns the count’s corruption with tearful, thunderous sermons.
Morale An emotional leader with bravado and a strong, compassionate heart.

Lay Preacher
Gentle but unyielding: A humble weaver who claims visions of ancient, rebellious saints martyred by the aristocracy.
MoraleA calming spiritual leader with connections to the church of the Clan of Martyrs in Reichtengen and abroad.


Orphaned Street Chef
Fiercely protective. A domineering cook who feeds the hungry and berates slackers.
Morale An "everyone's mother" who can light a fire in bellies or drag tears from eyes. A natural motivator.

 

Library Scavenger
Obsessively curious. A twitchy archivist who hoards banned books in a hidden cellar.
Management Capable of meticulous accounting and record keeping.

Weaver’s Guild Leader
Subtly subversive. A calm, artistic mastermind who funnels fabrics to needy families.
Management Experienced with organizing groups of people across long distances, keeping track of accounts and inventories, scheduling shipments, and etc.

Theocratic Scholar
Idealistic yet methodical, a former high priestess who abandoned her temple after realizing faith without justice is hollow.
Management Full of big ideas about how to organize a better, more fair form of government that are also very practical. A pioneer of social science.

Baroness Grynda Gryseth
An efficiency loving pragmatist who hates the stupidity of the aristocracy, is rumored to have committed patricide and fratricide, and would rather design a government than actually rule.
Management She turned her town around from a plague ridden, dying community to a recovering and growing trade hub. She knows what's necessary to govern, and can help build a better system for it.

 

Former Debt Collector
Guilt-driven and meticulous: A reformed enforcer who obsessively documents aristocratic crimes.
Funding Willing to donate his considerable personal wealth to the cause, keeping only enough to support a quiet life in a two room house.

Retired Actor
Dramatically bold. A washed-up thespian who used over-the-top performances to mock the count.
Funding A brilliant fundraiser and coin-stretcher, seemingly able to conjure legitimate coin out of nowhere.

Railway Engineer
Quietly rebellious. A methodical introvert who monitors the railways.
Funding There's a train getting loaded with literal tons of freshly printed coins destined for the capital. Be a shame if it never got there...

 

Hedge Witch
Defiantly compassionate. A sharp-tongued outcast who heals starving villagers despite persecution.
Magic Part of a wide network of eclectic home-trained spellcasters with a broad range of skills.

Herbalist
Coldly pragmatic. A no-nonsense brewer who views poison as “just another tool.”
Magic High-standing member of the alchemists guild with plenty of brewers who rely on their supplies, or just fear them.

Schooled Sorcereress Manipulatively charming. A silver-tongued gossip who collects secrets over tea and sympathy. Magic Half of the collegiate spellcasters in Kangen either owe her a favor or fear her blackmail.
