During Uetzcayotl's reign, Sangsalgu as the 'place of four cities' had not really taken hold in the minds of many of its elites. Usually, by rights of inheritance, it is the first son who in inherits his father's place. And while it was assumed by most that this would be the case here as well, it became apparent, as his death grew closer, that the families of rival cities would not be content to swear allegiances and tribute resources and be regulated to vassal status. Not when they can gamble for a claim of their own:

What made Uetzcayotl uniquely famous throughout his time was the energy and showmanship he put into his public rituals. His piety and sheer magnetism turned public ceremonies into theatrical spectacles that is said to have seized the attention of the gods. Of particular renown was his methods for self-bloodletting when it was called for. He would climb platforms, surrounded by incense and chanting, and use obsidian or bone blades on his tongue, ears or thighs. The blood would be caught in papers or allowed to drip onto idol-strewn altars, all timed with the rise of drums and chanting acolytes.
