History
Before the empire there were many jotunn tribes that fought for territory against both themselves and human tribes. Most of them eventually conscripted in the empire. The first generations had great difficulty blending in. They still had many internal conflicts that did resulted in a minor civil war. Emperor Pharanox forced tribes to separate and split up within the empire. This helped stem the source of their aggression.
Centuries later jotunn-folk adapted perfectly and proved themselves loyal to the empire. They have the same freedom now as humans and it did not take long for the first jotunn high king to emerge from this strong species. This was celebrated in the capital and marked as a historic day. The high king also married a human, which removed a previous taboo between the two species. Inter-species relations between jotunn and human are allowed. This gave birth to the Hebnal, a half breed between the two species.
Now most of the Lawbringers are jotunn. A fact that they wear with much pride. While the overall tension between the two species is almost non-existing there are whispers of supremacy of human's being the lesser species. Luckily, this behavior is not only frowned upon but punishable by law.
