The Necromancy Question

Greetings, and blessings of Teghne upon the noble Khagan; may the wisdom of Primus and Rudrel ever guide him, and the strength of Zaernevir avail him.
It has become widely known that the Colossean idolators have been petitioning the Khagan for leniency regarding their practice of necromancy of late. It must be stated first that the Harbingers of the Almighty have ever been clear on this matter: necromancy in all its forms is strictly forbidden, owing to its violation of the natural laws, and the guidelines given by the Solars in Time Immemorial. None of the faithful of Teghne are permitted to practice this dark art, nor to permit its use when it is within their power to prevent it.
The Colosseans claim that necromancy is neither evil nor good, but merely one tool among many that has been given to mortals. They say that it is a means by which the dead can be made to serve the living ,to the betterment of all, and that their false god Ettu assures them that no harm is done so long as prescribed precautions are taken. They raise the corpses of the dead, who ought to be honoured with burial, and summon departed spirits from the underworld, and expect no ill to befall their souls.
It is clear that the Colosseans' cause is folly, and so they have petitioned the Esoteric League to formally redefine the schools of magic, in order to mask their offence. Some years ago, by bribery and trickery, they convinced a majority of Magi in the League to redefine the school of necromancy to include certain licit spells, such as those that revive the mortally wounded, so as to make it appear more legitimate. It should be noted that a majority of Magi are themselves idolators, with some others being Shroud-worshippers.
It is not the place of one such as myself to instruct the Khagan, but we of the Bartanids have chosen to reject both the appeals of the Colosseans, and the revisions of the Esoteric League. Our elders have deemed it unwise to trust the wisdom of apostates and the learning of warlocks, and will instead hold fast to the ways of Teghne's priesthood, and the Finorrian Republic of old.
