The bad guys   They were ready to launch immediately when the tech was ready and got the jump on the nations under the guidance of U.N.C.L.E.S. Council   They don't want anything to do with Sol Sector politics, diplomacy.   Ran by evil authoritarian dictator.   Are spreading outposts & settlements around the sector AFTER the Land Grab Expansion gave "ownership" to the existing nations of Sol and didn't take into account any of the Factions or CyberDyne Systems.     Are NOW openly hostile to ANY that are part of Sol-Sector governance.   Raiding and pirating in the sector.   They're ignoring the Anti AI mandate (need to create one) and are manufacturing attack-drone-bots (better name needed).     A large megacorp from Japan, Cyberdyne Systems, left japan to work with a leased section of North Korea (?) (Maybe far eastern Mongolia instead?) in 2034. They did this to evade most oversight and start growing their own space system, anticipating what was to come in the late 2020's.
