In 1275 DR, tensions between two influential factions within the Radiant Citadel nearly escalated into full-scale conflict. A dispute erupted between the Sensa Empire, known for its structured bureaucratic governance, and a coalition of Tletepec and Shankhabhumi representatives, who championed more communal, tradition-based practices. The disagreement centered on resource distribution and political representation, with each side accusing the other of hoarding wealth and power at the Citadel’s expense. For weeks, the Citadel teetered on the brink of war as public sentiment polarized and mistrust deepened between the rival groups.
Recognizing the potential for catastrophic consequences, several Speakers—most notably from Akharin Sangar and San Citlán—intervened to de-escalate the situation. A series of mediated talks were organized, culminating in the Pact of Harmonious Accord, which established new guidelines for inter-civilizational cooperation and conflict resolution. This near-war forced the Citadel’s leaders to institute regular diplomatic councils and to incorporate conflict mediation as a formal aspect of governance.
