Foundation
It was founded with the creation of the shipyard.Early History
Given the shipyards distance from most population centers, the government of the Tiorath Heirarchy saw fit to encourage the excess population of Nor'Renic to settle near the shipyard to provide labor for the building of ships and recruits for it's military. Due to the abundance of well paying work large quantities from more places than just Nor'Renic chose to move to the forming settlement, which fueled the growing military fleet of the isles.Later History
After the Sundering of Tiorath the twin cities of Henruut would be tasked at rebuilding the fleets of the isles.-Low Henruut-
Summary
Low Henruut was founded by those who spilled out from High Henruut as it grew, beginning a mirror settlement on the other side of the shipyard. It is considered the fourth oldest city as it was founded after High Henruut, though only by a few months.Location

Low Henruut was founded as an independent city when the governor could no longer manage both sides of the city as well as both islands.Early History
Low Henruut begun as the southern side of Henruut, however it split into it's own city within months as the upper side, now called High Henruut, grew too populace for one governor to manage whilst managing another small city.Later History
