Ereshkigal

Personal history
The history of Elder Gods like Ereshkigal is always controversial and fraught with speculation. It is believed that Ereshkigal was once a God of Law, who lead the armies of heaven during the Second Harrowing of Hell . In order to contain the demons of The Abyss, Ereshkigal struck a pact with the other Elder Gods: he would hold the narrowing approach to the Abyss, in exchange for a great deal of latitude in how he ran these planes. These first few layers of the abyss are now known as Hell. It is a deeply militarized and miserable place, full of infighting and yet order, the heaven of plotters, and the hell of most others.

Asmodeus can both subvert and openly war with the gods at times, but retaliation needs to be very careful as they cannot risk the demons breaching hell.
