Treaty of the Shyanhol
We who are custodians of this valley and the land outside will, for the purposes of those distant outsiders, be as one.The Treaty of the Shyanhol, sometimes known as the Treaty of Nowenkayet or the Treaty of Confederation, is an agreement made by the 6 clans of Nowenkayet Island. Previously entirely separate and sovereign, they agreed to enter into a complex confederation for the purposes of diplomacy and trade with the other nations of Thurásin.
Context
Once a valley in the mountains of the elven world of Tiyu Noha, Nowenkayet and its people were transported to Tiyu Amara during The Collision, now stranded in the ocean east of Thurásin. Lacking any seamanship, the clans of the valley made very few attempts in the early years. For their part, the coastal people of Thurásin focused on their own affairs, terrified of the new mountains on the horizon, and later by the treacherous reefs and rocks that surrounded the island. Contact between these distant people was finally made in 59 Ascent (306 Years Ago), when a fishing ship from the Chwishatekyutin clan aided a wayward Muhepásines trawler stuck on the rocks. Lacking a common tongue, the two traded in small goods, and gradually a shared understanding was built. When it became clear that the outside world believed the Chwishatekyutin were either the sole occupants of Nowenkayet, or the rulers over it, the other five clans in the valley demanded a means to correct the misconception. Many months of discussion ensued, debating the best way to present themselves to Thurásin, and how to keep peace.Treaty
The primary purpose of the treaty was to form the Shyanhol League, a formal confederation of the clans. This confederation would be governed by a council run jointly by the leaders of all six clans, which would be the sole body able to declare war, and engage in diplomatic discussions with other nations. In order to achieve this, a number of concessions were made to each of the clans, guaranteeing their sovereignty in all other matters, as well as expressly compensating the Chwishatekyutin for the impact this would have on existing arrangements.
