Treaty of Veluca; The Lines not to Cross

The Treaty of Veluca is the peace accord signed by all world powers at the end of the Creation War. It is named for the city of Veluca where it was signed. In addition to being a peace treaty it also serves as a mutual agreement between all the world powers (minus the dragons who could not be invited) as to what sort of magic could be employed in future conflicts in order to avoid the catastrophic damage the Creation War inflicted upon the world.   First and foremost it banned the use of blood magic. Surprisingly this was both suggested and encouraged by the new Aztlan emperor, himself only 17 at the time of his father’s death, due to the massive backlash the use of it caused to himself and his people in the war.   Secondly it banned the use of biological warfare, both magical and mundane, from use in battle. Primarily limiting the use of diseases and viruses in warfare as the blood plague had grown well out of hand and was still very much a threat to the world at the time.   Thirdly it banned the creation of dragons and any living being capable of wielding magic. Magic was deemed the domain of humanity and the risk of creating a new species that could replace mankind as the dominant species in the world was too high to further dabble in such creations. Undead were exempted due to having been humans prior to their death.   Fourthly the use of weapons of mass destruction, such as the living flame bombs used by the Gold Empire that resulted in the burning demise of half a continent and several islands, was banned. As was the use of spells of mass destruction like the blood magic fueled firestorm spell used by Aztlan upon the Black Sun Empire.   Finally the city-states of Veluca, Athenia, and Estania were declared independent, as was the Isles of Tongues. The Black Sun Empire, having lost much of its land as well as multiple emperors over the course of the war, were also forced to concede their holdings on the eastern continent. They were also forced to change their government so as to prevent another immortal dictator from potentially being possessed and throwing the world into chaos again. So the Black Sun Empire died and was replaced by the country of Khem-Ra.
