Syndicatus Spinarum

The Syndicatus Spinarum was the first true criminal confederation in Rovinapei, later named Porto Radica, operating under a veil of legitimacy during the early Second Arrival until the start of the Third Arrival. Rigid, ceremonial, and steeped in pseudo-religious oaths, the Spinarum was a network of criminals, smugglers, and assassins, working as much with the corrupt elite as it did to remove and undermine them.
