The Conflict
Prelude
There has been tensions between the "pure" human magic users and those they view as "tainted" such as blood magic users, other magical creatures and Werewolves.
Deployment
During the First Rise of the Cult of Blood the Magic Government decided to mark those who they viewed as dangerous. By the Second Rise of the Cult of Blood they decided to mark the relatives of those they viewed as "impure" because they saw them as traitors to their cause.
Outcome
It made the general population of those who were branded feel afraid for their own safety and did very little to stop the actual threat of the Cult of Blood.
Aftermath
It created a sense of distrust towards the Magic Government in the wider community, especially after their second attempt where they branded the relatives as well.
Those the deemed "impure" were branded on their wrists.
