Great Matter Plasma Shortage

Following the Hyperquasar Annihilator War, every faction was devastated and crippled significantly. Though the Cypher Dominion emerges with a somewhat large advantage of having no destroyed galaxies, a lot of the CD was annihilated by other factions. They fought the rest of Fortrais on their own.

For the, HF, 2 out of their 6 galaxies were obliterated. This crippled Hyperion logistics, even though they rely mainly on Teleporters, and the beurocratic work became very difficult. This has caused a Federation-wide matter plasma shortage, forcing them to focus more on mining efforts. In 37 years, the situation was somewhat restored as they rebuilt a lot of mining equipment on their 4 remaining galaxies but the needs of the HF were far too great. For a faction of such a large scale and very energy intensive technology, it took the HF a long time to recover and they are still recovering.

During this crisis, individuals could not receive as much matter plasma other than what was immediately obtainable around their homes. Those who dwelled in large space stations were particularly badly impacted. This is because there is no ground to disassemble around them and waste materials are already turned into energy or recycled into more matter plasma. During this period, the priority was to restore mining equipment. This led to protests and a reduction of the stability of most nations, as well as events like mass riots at times. Some nations were considering leaving the federation which likely would have ended very badly for all parties involved. Matter plasma became rationed, as the people depended on it for food and virtually all other needs. In the end, the HF would recycle their waste back into matter plasma.

If the federation was attacked in this state by other large factions, they probably would have been defeated as the HF armed forces normally rely on cooperation and close teamwork. The military was crippled as well because they soon lacked supplies to sustain their ships. Some ships were deconstructed back into matter plasma to build mining equipment or to sustain their people. This shortage also greatly shortened the reproduction rate of the HF. 

Now, due to lessons learned from the matter plasma shortage, the HF constructs massive star lifting megastructures around many stars and in some cases have converted Dyson Spheres into star lifting structures. 

As the HF was so focused on solving their own internal problems at the time, they have outwardly stagnated, leaving all other factions aside, somewhat damaging relations with some of them, even though the hyperionites claimed it was important to keep their own faction running.
