Paylae used to be a province of the original ɛɭⱱɛɳ homeland of Attractae. In 3409, it declared independence from Reinnedom of Attractae, and became the sovereign nation of Paylae. Two-hundred and fifty years later, less than a full ɛɭⱱɛɳ lifetime, a subculture surrounding a hedonistic sect is persecuted by Vicereinne Keal'làcha Kiar, and there is a huge diaspora of ɛɭⱱɛɳȁ out of Paylae, across Attractae, and onto the tiny island off the Northeast coast of Theshine, founding the tiny nation of Quimci.
A few years later, Paylae's internal strife gave the Lizardfolk (Saɭamaɗə / Salamande) an opportunity for Muluckinichmil to invade Paylae and seize control of the province comprising The Gusset, in the "Battle of the Graceful Poems," so named after efforts on the part of the Lizardfolk to master the ɛɭⱱɛɳ language and run a (largely successful) propaganda campaign against the government of Paylae, and emphasizing (incorrectly) The Gusset as the original homeland of the Salamande.
A mere 25 years later, the priests of Muluckinichmil drive a second successful campaign to annex a neighboring portion of Paylae. Not a hundred years later, the Princesse of Paylae, Keal'làcha Kiar's daughter Yestinia Kiar, conquered and annexed the ɛɭⱱɛɳ nation of Carnutesa. A handful of years after that, Muluckinichmil conquered and absorbed the last region of Paylae that would come under the control of the Lizardfolk.
The final borders of Paylae were codified with the Treaty of Lilacs at the end of the "Battle of the Blooms," when civil war erupted in Nemetesi in 3872, the Princesse Yestinia sent in her army at first to assist the rebels, then seizing control of the whole nation. Thus Paylae now encompassed all of Western ɛɭⱱɛdom. As part of the efforts led by Princesse Yestinia of Paylae leading up to the "Battle of the Blooms," a wide range of new goddesses is venerated by ɛɭⱱɛɳȁ, in a futile attempt to increase fertility rates to populate Paylae's new lands.
Vicereinne Keal'làcha Kiar died almost immediately after signing the Treaty of Lilacs, and Yestinia becomes the new (and current) Vicereinne of Paylae.
Structure
The political structure of Paylae society is a monarchial system, a little more firm than Attractae. Paylae is ruled by her Vicereine. There are no male royalty nor nobility. But while this organization may be ignored in everyday life, the entire nation has been mobilized in the past, most notably by Yestinia Kiar, The Princesse of Paylae, who now sits as Vicereine. She is adept at using efficiently, and thoroughly, the centralized command structure, which no one questions those when it is used.
Culture
Paylae culture is as incredibly sexist as the rest of ɛɭⱱɛdom. Males are assumed to have no creative volition or initiative, with the exceptions of war and rape. Male artists, architects, writers, engineers, essentially builders or creators of any kind, are extremely rare. In Paylae, the male ɛɭⱱɛs are treated as something less than real ɛɭⱱɛs (females). This means any female, down to young girls who don't know any better, routinely commands half the population to do their bidding.
