Empress Aruru Batatzul was the empress of the Menedynn Empire, mostly known for breaking the Ingol Studime accord and waging war on the elven lands.
Reign
Aruru was a charismatic leader and a ruthless ruler, though she was not tyrannical or opressive. She made efforts to enforce the rules and laws throughout her empire, establishing both secret and overt police forces, the earliest known instance of such roles in an empire.
The need for civilian discipline became clear when the truce with the Old Ansko Empire was signed, allowing for a war to be waged against the elves.
