See ARHÚS RULE comes from the town, ARHÚS TOWn. where there is one inporten person ARHÚS. he is a tyrant and only wants to eat. So the ARHÚS RULE, is movement where many of his followers, go out, and harvest, kill or even capture animals and beats. to keep ARHÚS happy. Tho ARHÚS is not a psuh over, he is like a King in the small town. He is a dragon born that is huge. and not much more is known. So he controls all the kobolds that live in his town and makes them go to War or Harvest when he whants it
