Arcanum Unifica

Structure

The Arcanum Unifica is governed by a series of councils, each council containing five Councilmen that together preside over a specific region (usually an individual country or kingdom), and each council is headed by a Grand Chairman who in turn sits on the Grand Council of the Arcanum Unifica which governs the legal handling of the arcane arts in all of Grae.   Directly beneath the council in rank are the Instructors responsible for teaching the newest generation of magic users to do so effectively and responsibly.

Edicts of Arcanum Law

  1. Magic should only be used for the betterment of civilization as a whole, be it for protection, learning, or progress. Magic should never be used to cause harm for personal gain or vendetta.   2. All practiced magic users, or "Mages" must meet Arcanum standards and regulation within the controlled environment of an Accredited Arcanum Academy before they will be permitted to utilize their arcane training out and within public. Such mages are considered "Registered Mages" and will be provided with official documentation to prove their legal right to cast arcane magic.   3. Any practiced magic user who has not undergone the official training of the Arcanum Unifica, or had begun official training and failed to complete it for whatever reason shall not cast magic, in public or private, nor shall they continue to research it on their own accord in any unsanctioned manner. Magic is highly dangerous if misused, and attempting to do so without regulation is grossly irresponsible. As such, punishment for knowingly endangering one's self and those around them will be swift and severe. Offenders, or "Corrupt Mages" will be given a solitary opportunity to surrender themselves to the Arcanum authority to face a trial before the Council of the Arcanum. If the Corrupt Mage refuses, they shall be hunted and immediately put down with lethal force.   4. Mages who have inherent arcane abilities due to their heritage rather than their efforts and schooling are considered "Deviant Mages". These unfortunate souls cannot be allowed to remain within society, though unlike the Corrupt Mage, their affliction is not of any fault of their own and as such shall be granted mercy should the Deviant Mage request it. Every effort should be made to apprehend them alive should the Deviant resist their arrest, however, lethal force is still permitted within more extreme circumstances. Once apprehended, the Deviant Mage shall be exiled to the Draconic Lands, the origin of their arcane bloodline, never to return to the civilized kingdoms of Grae. Should a Deviant Mage be discovered within a civilized kingdom after their exile, they are to be put to death immediately. One may appeal their exile before the Council of the Arcanum, in preference of either submitting to the custody of an Arcanum Unifica Enclave, or turning over their sentence and imprisonment to be carried out by the local government.   5. Any individual, regardless of arcane status or lack thereof who harbors or aids any fugitive mage shall also be subject to any of the punishments due to the illegal mage within question, including but not limited to exile or execution to be carried out by the Arcanum Unifica or their operatives.
