The Wheels are builders, taking elements and turning them into a whole. This can be a physical object, but can also also entail altering fate, selecting reincarnations, and getting rid of spirits and ghosts in an area as needed by the God-Machine. They create, modify, and move Infrastructure as the God-Machine desires.
