Theia Warhead

Theia is the planet which is theorized to have struck the Human homeworld of Earth before life existed on it - essentially creating it as we know today. Creating the conditions for Humans required the near annihilation of the planet; this ancient planet now part of Earth an Lua, have become the inspiration for the name of the most destructive super weapon ever produced. A black hole, the mass of hundreds of planets in a sphere the size of a house, thrown at anything you want gone.

Utility

A Theia Warhead, when detonated, will do one of two things:   1) Detonation. The black hole evaporates near instantly, its mass not enough to sustain it for long with nothing to feed on. The mass-energy of the warhead is released all at once, able to destroy entire planets in less than a day, or significantly change the mass of targeted stars - ruining orbits of all major astral bodies around them.   2) Consumption. The black hole has enough mass to last long enough to consume what it was thrown at, or it begins consuming its target fast enough to sustain itself. The black hole either stays stable, or grows, destroying planets in hours, and stars in weeks. After it's out of fuel, the black hole will either become stable, becoming a new part of the system, or simply evaporate, throwing its consumed energy into the void as an act of pure entropy.

Manufacturing

Keeping a black hole stable and safe is a near impossibility without a massive fuel source. To remedy this, Theia Warheads are powered by their own black holes through a Penrose Sphere, which uses the energy to preserve quantum stability within the region to "freeze" the black hole in time. Due to this incredible requirement, Theia Warheads typically have the cost of entire solar system's worth of infrastructure, and some may need to siphon the mass of an entire star to function.

Social Impact

No faction cannot have at least a dozen Theia's. Unfortunately, mutually assured destruction cannot be mutually assured if only one side has the weapon. While there are constant calls for disarmament - to turn the Warheads into Atomizers - no Faction can afford to politically. A specicidal standoff - and no one want to pull the trigger.
Access & Availability
Theia Warheads are akin to Nuclear Weapons within the atomic age - everyone has at least a few, and everyone is frightened to use them in fear of what comes next.
The destruction of the Theia Warhead is rather slow on a biological scale - taking around a day to destroy a whole planet. Space is just so big, that there is no realistic way to speed the process up.
