The meeting was long and contentious. Unwilling to order any of the refugees back into the mountains, and unable to go himself because of the injury, Caius stood against the proposed plan of a scouting force. After Wren agreed to lead an entirely volunteer force into the mountains, the Chamber voted three to two, with Wren, Josef, and Valeri in favor and Cais and Tiernan against, for the creation. This would be the first time that Caius was overruled, and would set a precedent for the tough battles ahead.
