Fourth Republic of Pakx

Structure

The President of the Fourth Republic of Pakx effectively held absolute power in government. Although the Planetary Congress remained in session, its decisions could be easily overridden by the president, without recourse, and several of its powers were granted upon the president. During wartime, even more of the congress's powers would be relinquished to the president, until its already narrow reach of power was nearly reduced to nothing. Likewise, the High Court, the most powerful judicial body in the republic, had its powers reduced, which were in turn granted to the president, with its only major power being presiding over major litigation. In addition, the judicial branch answered directly to the executive and only served to further the power of the president, rather than limit it.

Disbandment

In 3342 CE (4143 EOC), President Yol'rez, after a brutal and desperate last stand, surrendered to the Empire of Valenor and was taken into custody to await trial. Two weeks later, the Treaty of Cassolan was signed, officially dissolving the Fourth Republic of Pakx and anointing Pakxum Congressional Adviser Lyp'jal to the office of president as part of a provisional government, which would later become the Fifth Republic of Pakx.   Between Yol'rez's surrender and Lyp'jal's inauguration, Pakx was in chaos. Various cliques formed, attempting to seize power. Many occupied systems seceded from the Pakxum Empire, either joining the Empire of Valenor or opting to remain independent. The provisional government, even with Valenoran aid, was destabilized by this discord, and it wasn't until the conclusion of the Haaredt Trials that Yol'rez's influence was purged from Pakx.

Demography and Population

The Fourth Republic of Pakx was limited to just the planet Pakx, and none of the imperial realms under Pakxum dominion, which were considered part of the Pakxum Empire but not the republic. Pakx's population at the time was more than 6 trillion, due to the small size of its Col'gyr'qon inhabitants. This population was spread fairly evenly across the planet, with large population centers in cities such as Haenlo'ke, Napol, and Bundliga, Pakx's capital city.

Territories

The territory officially recognized as part of the Fourth Republic of Pakx was only Pakx itself. However, more than 60 star systems outside the planet were under Pakxum dominion and considered part of the Pakxum Empire. Some of these locations were held forcefully and under constant military administration, especially systems that bordered Valenoran space.   In 3334 CE (4135 EOC), President Yol'rez ordered the forceful seizure of some six systems under dispute with the Empire of Valenor. This was the Fourth Pakxum Republic at its territorial height, as the following Inter-Imperial War would see massive Valenoran gains and the destruction of the Fourth Republic itself.

The Fourth Republic of Pakx's official currency and only legal tender was the Pakxum Qan, the same currency used by the Third Republic before it. During the Fourth Republic's short existence, President Yol'rez minted a new 100 Pan note bearing his likeness, but otherwise, he did not alter the qan.
Legislative Body
The highest legislative body of the Fourth Republic of Pakx was the Planetary Congress. It held the powers to make laws and raise and provide money and oversee its expenditure. However, any decision made by the congress was effectively a suggestion to the president, who could unilaterally veto any decision made by the congress without limitation, and during times of war, took on many of the Planetary Congress's powers.
Judicial Body
The Fourth Republic of Pakx's most powerful judicial body was the High Court. It presided over federal or otherwise sufficiently prominent litigation but answered directly to the president and could not override or force executive decisions. In the event that the president died or otherwise became unable to fulfill the office, the High Court would unilaterally appoint a new President.
Executive Body
The highest executive and overall jurisdictive body of the Fourth Republic of Pakx was the president. Illiberally elected, disporportionately powerful, and without term limits, the president was essentially a dictator, made even more powerful by the fact that they were the de facto sovereign of the Pakxum Empire. For the entire duration of the Fourth Republic, the office of president was held by Yol'rez. The powers of the president included the powers to issue executive orders, grant reprieves and pardons, declare war, command the military, approve legislation, make and approve treaties, veto the decisions of the Planetary Congress, and approve congressional elections, while maintaining substantial investigative powers. During times of war, the president also took on many legislative responsibilities.
