Theseon Elemental Orders
The Tsar of The Theseon Empire has recently installed a council of advisors to represent the orders of magic. These orders are made up of the most prestigious people within those areas of magic, these people are identifiable due to the mark/branding on their hand. The orders help govern the country and essentially ensure matters are met throughout.
