Tortuga
A twi'lek crime boss named Peta Far had a dream. To profit off of other crime bosses in need of neutral ground to settle grudges and bury hatchets (as well as general trade of illicit goods). He then hired a group of spacers, the Endurance Freelancers, to start up this endeavor whilst Peta Far spread the "rumours" of a hidden shadowport. Neutral ground, where any and all criminals are safe from either the law, or retribution from their peers.
So far only sporting a modest landingpad and motel. Sentients of all sorts, "entrepeneurs" and others have began to set up shop. And Peta Far taking his "fair" cut of their business.
