Nova Empire

A Galactic Empire in the Andromeda Galaxy. It's throneworld is Xandar.

The Empire's reach and power, both economic, soft, and military, has been severely diminished in recent decades, due to the Kree-Nova War, the Battle of Stormguard, and the Massacre on Xandar by Thanos's Armies.

Government & Legal System

Legislative Body

The Empire is governed by a ruling council, primarily made up of high ranking military officers, although the heads of a handful of civilian departments are typical also granted seat (though this is subject to change at the whim of Nova Prime or the Worldmind).

Nova Prime holds the deciding vote in cases of a tie, and if a majority cannot be reached, the opinion of the Worldmind may be taken into account.

Judicial Body

The Empire makes no distinction between military and civilian courts, and all cases are heard by Nova Corps officers.

It is a precendent-based legal system, with the Worldmind acting as the repository of all past verdicts.

Executive Body

The Nova Corps acts as the exective body of the Empire, headed by Nova Prime.

Demography and Population

The Empire is extremely diverse: its systems sit between the Shi'ar Empire, and the former Skrull Empire, both of which legally permit(ed) slavery, while the Nova Empire does not. As a result, the Empire has traditionally recieved a high number of refugees and escapees.

Additionally, Stormguard, the capital city of Xandar, is one of the largest spaceports in the Galaxy, recieving visitors and traders from across the settled Universe.

However, Xandarians remain the dominant species, as the Empire has historically primarily expanded by sending settlers from Xandar to uninhabitted worlds, rather than conquering existing populations, meaning that Xandarians are found on every planet in the Empire.

The Empire spans five systems, centred on the Tranta System.

Military

The Nova Corps is the Empire's sole military force. Local planetary defence forces or regional militia are strictly forbidden, and raising or commanding such a group carries one of the harshest punishments in imperial law.

Religion

Xandarians have historically been a non-theistic society, and prior to the encounters with other species, had no concept of religion.

The Empire enforces religious tollerance by law, resulting in a highly diverse religious landscape. However, religions are strictly regulated financially, as well as being subject to limitations on their speech.

Foreign Relations

The Empire generally has a good repution in the Galaxy, due to the Nova Corps efforts to combat wider galactic threats, rather than focussing solely on their own systems. They are also a signatory to the Pan Worlds Treaties, and a member state of the Intergalactic Summit.

However, their century-long war with the Kree Empire has resulted in a deep emnity between the Nova Empire and the surving traditionalist Kree. Prior to the destruction of Luphom, they also had a long emnity with the Luphomoids, due to the near destruction of Xandar by the warlord Zorr the Conqueror, and though most citizens of the Empire recognise that the surviving members of the species bear no responsibility for the sins of their ancestors, it is widely held that the destruction of Luphom by Galactus was justice.
