Agent Potter is the team leader of the Department of Homeland Security assigned to coordinate efforts with local authorities around the unidentified phenomenons in Portsmouth, NH.   At the end of Book 5, Balance of Power Agent Potter assumes responsibility of the Superhuman Task Force, as assigned by Paul Hartman and is given the title Director. He reports to Hartman.   Director Potter acts as the Superhuman Task Force's (STF) principal tactical coordinator and the primary liaison between Director Paul Hartman and the field operations teams. Methodical, detail-oriented, and perpetually under pressure, Potter is often the voice in the Guardians’ ears during missions, providing updates, coordinating reinforcements, and feeding intel from STF command centers. He is rarely seen on the ground, preferring the controlled chaos of a secure operations room to the unpredictability of the field. Potter thrives in crisis but occasionally struggles to reconcile bureaucratic caution with the high-speed improvisation required when dealing with teenage superheroes.   Despite being lower in rank than Hartman and likely a peer to Finn Callahan, Potter functions as a stabilizing bridge between agency leadership and the Guardians. He has a personal rapport with Blue Spekter, Helion, and Catamount, even if it’s tinged with exasperation. His ability to keep a clear head during chaotic operations—and his willingness to bend the rules when lives are on the line—have earned him cautious respect from both the superheroes and his STF colleagues. While he lacks the battlefield toughness of Callahan or the gravitas of Hartman, Potter is indispensable when the mission needs a steady hand.
