Council of Exodus
Early leadership over Exodus
The formation of the council takes root in the escape from Dragon's Nest in the late days of the first age, originally it was a body formed by the refugees who thanks to their unique abilities or extensive experience, could help to navigate the land ahead and overcome challenges. At this time, people who belonged to the unofficial inner circle frequently changed, but the one who was almost always a part of it was Elemer the Wise, who thanks to his natural magical abilities proved to be an indispensable member of the council.
After the refugees finally reached the forests at the base of the Dragon's Tail Mountains and established a settlement there, the council slowly fell into obscurity, the members were still an important part of the community but thanks to the increased safety, they were gathered only when great danger was spotted. The free time let them improve Exodus in other ways, experimenting with farming, fishing, building and educating whoever wanted to learn, were only a few things that previous members did for the city, but each contributed heavily to it's development.
Later, after the city expanded to a formidable size, an official organization called "The Council of Exodus" was created, it was tasked with managing the day to day operations of the city and resolving any disputes that might happen, they were also in charge of distributing limited resources to places where they were most needed. The council members stayed mostly the same throughout the whole time period, with the exception of Elemer, who after many years of effective work, stepped down to focus on his role as the headmaster of the Collage of Magic, he was replaced with Cazzio Vivien - a third generation escapee, who excelled at city management but lacked the knowledge of how dangerous the Dragons were.
In the days leading up to the Dragon's Raid on Exodus, Cazzio's inexperience significantly weakened the defenders, the Brass Spears mounted on walls on Elemer's orders were certainly not enough to withstand a full assault from Dragon's forces but thanks to Elemer, the city survived the attack, leading to changes in the city structure itself.
Modern times
A victory over the Dragons has brought with itself many changes, Cazzio Vivien was forced to step down, together with many of his supporters, Elemer stepped into his place, once again becoming the most important member of the Council and bringing along some of his students to fill the vacancies that were created. This proved to be a great decision, the young mages helped to clean up a pile of bureaucratic mess, that was amassed over the years and allowed for the expansion of the Council to it's modern size of twelve members. The members remained mostly unchanged for many years, usually including mages of different specialties, the city treasurers, leaders of important guilds and the captain of the Exodus Guards.
