To Provide the narrow ethical parameters which The Company of the Broken Baton would operate

Clauses
Five Greater Clauses.
1. To serve as a Soldier is to Serve that which provides for the people.
2. Duty to a Soldier's Lord, City or Empire is the vessel one provides for the people
3. Honor demands that Duty be discharged.
4. If there is a hindrance to Honorable Discharge of a Soldier's Duty then the greater duty to provide for the People must take precedence.
5. If Noble, City or Empire do not provide for the people then a Soldier's Duty is to oppose them on behalf of the people.
Caveats
Two Caveat
1. All that is taken must be shared back with the people other than the minimum required to continue to operate
2. Those taken prisoner must be given one chance to repent and join.
Publication Status
At first it was kept private among the the Company of the Broken Baton. But as local leadership learned more of the men who robbed Imperial Merchants and gave the goods to the people they questioned the motives the Company. Those leaders where provided with the Intent of Honor to explain the principles in which they operated.
Legal status
Absolutely none. The Empire took it as evidence of Treason which even Vesavi the Unbent agreed was the technical truth
Historical Details
History
When a Century of the Imperial Legions learned that war spoils were being shipped to Imperial Bureaucrats and not towards helping the citizens of The Empire they decided to mutiny, capturing the caravan of spoils they had been escorting and executing the officials with them sanctioning the dishonorable act. They, led by their captain who would be known as Vesavi The Unbent, came up with a code of principles that they would be guided by. They called it the Intent of Honor and for over a decade they adhered to it without fault or break.
Public Reaction
Most doubted at first that such an altruistic group could exist but as the years went and they continued the charity of giving their spoils back to the people the people began to love them and support them.
Legacy
Aclensia never forgot there were men and women who stood for them in the face of the Empire. Who's sacred Honor demanded they give all for the People. When the Fall happened Aclensia was the first to break apart and within six months a democratic council had formed and has ruled by the will of the people since. It's military, though small, is comprised of those whose sense of honor and duty is largely inspired by the Intent of Honor
