Background
It marked the end of Val the First's conquest era and began his Empire forging era.
History
By 2167 Val of Bendil had absolute control over a large territory. A decade of conquest had gained him resources, wealth and the absolute loyalty of his military. To that point he had appointed representatives to rule city/states in his name. He knew that was a temporary measure and unless a long term solution was enacted his realm could be rife with corruption in a short time. To remedy this he set about organizing his fledgling empire. When he finished he penned a document he called the Decree of Empire. It established the absolute authority of the Holder of the Imperial Throne as well as establishing the first four bureau of the Imperial Bureaucracy. It described how succession was to be handled as well provisions for when a named heir was not available. Overall it did the two things Val needed it to.
It established him and his heirs as the highest authority as well give him a government that could manage the day to day of managing a realm. By breaking the government into different bureaus he anticipated it limited how much direct control any who did not sit on the Imperial Throne could wield.
For millennia the Decree was the political foundation for The Empire. It was ratified whenever a new Holder of the Throne was crowned. Thirty Four amendments were made over two thousand years, with the majority either establishing a new Bureau or adjusting the responsibilities of existing ones.
Public Reaction
When the Decree was first announced it was largely met with acclaim. All were conquered lands but Val ensured that all were treated equally. Trade was encouraged among lands he controlled. With increase trade came greater quality of living for the citizenry
Legacy
The Decree of Empire endured for over two thousand years. If an Heir could ever meet the requirements then it could be ratified again. Only time and fate will tell if that will ever come to pass
