The citizens were required to adhere to Imperial Law which meant there was a learning curve till the residents of a given territory learned those laws. New Imperial rulers were installed to see to those transitions.
Aftermath
Given the massive amount of territory under Imperial Control, Empress Shontella created the Bureau of the Interior whose duties were to see to the management and administration of all kingdoms, city/states and territories under Imperial Control. Within a few years the Bureau of the Interior became the second most powerful Bureau, second only to the Military Bureau.
Given its oversight was the direct control over all regions of The Empire they were able to gather both power and influence in the Empire.
