Dregs

The Unity may have been defeated thirty years ago, but that doesn't mean they've been eliminated entirely. They stage raids on smaller islands sometimes to gather supplies, and sometimes simply to erode public confidence in the Allied Isles.

Public Agenda

Their objective is to destabilize the Allied Isles through raids and rumor campaigns, and take back control of the Cluster Islands.

Assets

As far as anyone can tell, the Dregs do not have a permanent base. Their pattern is to find a place to hide, plan and execute a raid, move on. Several caves and sheltered bays have been identified as former Dregs hideouts, but they have not yet been discovered while occupied. Finding them is complicated by their apparent discovery of the Dissolvers' aura-hiding secret. They used Aktergean water, rich in dissolved keetrock, to hide their agents in Mraydor-bound freight holds despite port inspectors walking through each one. Aktergean water was declared illegal to export after the siege of Mraydor, but it seems the Dregs have secured another source of keetrock elsewhere.   The most concerning question about the Dregs is whether or not they still have any functioning Eruptors. That was a secret project and there are no existing records of how many were ever created. One was detonated aboveground during the fight over Aktergea, and the use of one was threatened in the Barkold Incident but never found. The fact that no such threat has been repeated in nearly two decades suggests the Dregs don't have another, but doesn't eliminate the possibility that they might be saving the last of them for just the right opportunity.

History

The remnants of Kezlaf's One Guard, along with other supporters, fled Mraydor after their loss and retreated to Galtern. The following year they were defeated there also. Their next known activity was the raid on Aktergea, followed by the siege of Mraydor.   Though their attempt to take back Mraydor was unsuccessful, they have not given up on defeating the Allied Isles. Sporadic raids target small islands without strong representation in the Isles' Meet, as if to emphasize how little power the council has. Water Seekers and rescue fleets are the only groups given jurisdiction to respond to distress calls from any island around the Cluster, and after-the-fact intervention does nothing to mend faltering confidence.

Myself, I don't believe the Dregs can succeed. Even supposing the Allied Isles does break down, just about the only thing that all the islands agree on is wanting to manage our own affairs. The Dregs would have a hard time getting us under a single government again.
