Peter Hawkins is the captain of The Rock Pirates and ruler of Sparrow Island. Because his goal as a titan is to maintain the safe-haven for pirates and those in danger from being connected to them, he has the smallest bounty of the titans for being the least aggressive against the World Authority directly. When anyone in his inner circle or his close allies are harmed, however, he is known to strike quickly and with absurd power. Because of this, the Navy has ordered a command to not approach Sparrow or directly attack his crew without direct approval from upper command.
