Zhou Biao

A resident of the planet Chang-Er, Zhou Biao is a formidable commander in the Chang People's Liberation Front (CPLF), responsible for its operations in the capital prefecture, and Luoyang itself. Born in relatively nondescript circumstances, Zhou Biao was a rural farmer, turned militia volunteer in his early life. He was imprisoned however, when ordered to carry out the massacre of a CPLF sympathizing village, Zhou refused orders and assaulted the commander who had given them. Zhou was then quickly convicted for disobeying orders and assaulting a superior officer before being sent to prison. Zhou escaped under unusual circumstances and thereafter joined the CPLF.   As a Government defector, Zhou was given command over another squad of defecting militia members, quickly establishing himself as a formidable small unit commander, and achieving a number of major victories against the government despite overwhelming odds. Repeating this performance Zhou established a reputation as an excellent field commander for fronts where the CPLF didn’t have a great hold on the territory and needed to operate with limited resources. In 4499, Commander Zhou was assigned to take charge of the various small rebel cells in the capital prefecture and turn them into a viable guerilla force capable of relieving pressure on the forces in the planetary hinterlands. Alongside his favored Lieutenant Bo Jierong, he has served capably in this role, using a small force of irregulars and ex-militia to cripple key infrastructure throughout Luoyang and its surrounding areas. According to the government, Zhou is the second highest priority target, with only the military overall commander of the CPLF Song Meiju, and the political leader Huang Juanhai being assigned a higher bounty.
