Dakkora Hakushaku
The founder of The Emperor’s Ducks. He was a folk hero and legendary bandit before being recruited by the Emperor to create and run the imperial intelligence service. He remains a legend in the field, and the Ducks maintain a shrine to his spirit in a secret location somewhere within the undercorridors of the Imperial Palace.
