Simon James Herbert was a Human diplomat and ambassador to the Kaylone Empire. In 2265 he was one of the main architects of the Treaty of Cavindosh.

Simon was born on Harmony in 2222.
Employment
In 2250 he was appointed to the position of Federal Ambassador to the Kaylone Empire where he worked to maintain the fragile peace between the two nations. Herbert was opposed to the Federation’s decision to declare war on the Empire. When the Galactic Powers met in the wake of the events of the Imperial Heist Herbert pleaded with Federal delegate Owen Lewis to try and find a peaceful solution. However the conference would end with war as an inevitability. During the war Herbert would work with Imperial Intelligence officer and Blackwatch member Gamin Menich to smuggle refugees out of Imperial space. When the war ended in 2265 Herbert was chosen to help write the Treaty of Cavindosh, and would emerge as one it’s most significant contributors. Herbert is credited with shaping the lasting peace which followed the Galactic War.
The Blackwatch
Herberts position as the Federal Ambassador to the Empire made him the ideal choice for a triple agent. His relationship with Menich, sympathy towards the Kaylone, and pacifist nature were all well known to the Empire. So when Menich presented him to Shadow Tech as a potential double agent it raised little suspicion. Herbert would use his connections in the Federation and the Empire to smuggle human refugees out of Imperial space. Herbert would build relationships with the refugees and recruit many of them as spies for the Blackwatch or the FIA.
