Chalo is the only current Empress of Allera residing in Astaraa Castle. She has been ruling for about 25 years before the Stersson return to Allera.

Personality

Personally

She takes care of herself - values herself quite highly
Knows the position and power she has, and she will use it if people forget it to remind them

Work

Her priorities as a ruler are what make Allera prosperous
She doesn't really care for anyone/anything else outside of her people
She knows how to handle herself in diplomatic situations so that's not quite as xenophobic/extraterrestriaphobic as it seems
Indulgent in her powers - has a couple of personal hand maids that're more than happy to volunteer as tribute
She isn't stupid, she knows she isn't knowledgeable about the ins and outs of Allera or Phalecia, and is open for advice from her advisors
She makes an effort to speak to them to get to know her advisors, rather than just for work
