The Collective Organic and Artificial Legislature (or COAL) was formed in 2036 shortly after the commercialization of @Artificial Intelligence in 2034.
Structure
A counsel made up of 27 world leaders and 25 AI collectively discuss, dispute, and write new legislation into world-law that is heavily enforced. Such legislation most famously includes their @Thermospheric Cryoseeding bill, which caused the Deep Freeze in 2110.

History
COAL was formed in 2036 following the election of Phil Frezzit as the US President. With the new issues introduced to humanity following the commercialization of Artificial Intelligence, Phil Frezzit won the election with his scientific background and his headstrong attitude towards facing the problems that arise with the help of this new AI platform. Shortly after his election, President Frezzit created a small council in the US in charge of internet related crime that included the nations first AI 'members'. This council within months showed innumerable amounts of data displaying ways that it had helped not just in internet crime, but in the economic, social, and overall aspects of the US. Without even being in Office for a year, President Frezzit proposed his idea for the Collective Organic and Artificial Legislature to the UN and it was endorsed by nearly all the representatives present. Thus, COAL was born.
