Tear of Hope
It looks like a series of strange waterfalls coming out of a series of chisseled out crevises in a huge rock providing travelers with enchanting view and forming a shallow pool at the foot of the rock.

Securing the foothills of mountains of evil from Goblin hordes
Alterations
Goblins effectively dug tunnels to flood the fortress and so they did.

History
First victim of the War of monsters was the fortress Hope. The furthest fortress eastward at the very foot of Mountains of evil. The fortress was carved into a solid stone and housed a garrison of few hundred men at all times. Goblin hordes were repelled by the men of the fortress countless times. And people seeked it's benevolent shade for security. It was the Hope of East. Then in 1200BC goblins used stolen explosives to deter the river Edge's flow through the underground into the fort itself and effectively drowned the garrison. Nobody suspected this. Noone could have. All men were drowned in minutes and water came out the windows chisseled form the rock. Hence the name Tear of Hope.
