"And another one is over there... I haven't been able to find a pattern, or even a hint of regularity in this area, any idea? — If I had to guess, I'd say terrain complication, like an old city that couldn't be completely built over. We know that's what happened in Neo-Shibatsu. — Yeah, but even there it tried to follow a pattern, even as it encountered obstacles. Here, there's nothing like that. And, I know you won't believe it but I swear... I swear I saw a light in one of them. — Now you're freaking me out.
The ever-expanding megalopolis is clad with abandoned buildings, usually relics of the past that were of little interest to modern people. The government, however, wasn't keen on building entire structures just for show, as space was a precious resource in the early days before the Net3. It did one exception to this rule, the Ministry offices.
Empty husks
With a unified government ruling over a planetwide city, it was able to get everything done from the central administration located at the Palace, including getting information and sending appropriate responses in a matter of seconds. However, it felt like the people were missing the presence of their head of state.
Thus, ministry offices were built en masse, each one no less than 50km from the next, all sharing the same architecture and the empty interior. Indeed, while they were called offices there has never been anything more than a facade and vast empty floors to the buildings. Their use is not practical, but simply as a show to remind the citizens who would try to forget that the ministry is an integral part of their life, no matter where they are.
