Eternal City
Born out of an idea of Inferno DragonHeart-Draco while he was playing a game, he gathered the rest of the primordial and together they build the most fantastic city in creation. Within the Eternal City, the planes of the living and the dead are merged into one, allowing for the souls of the dead to live side by side with the living.
Government
The Eternal City has a major rule of allowing anyone in within the city's limits so long as they observe the rule of no conflict.
