The Council of Luminaries

The Council of Luminaries serves as the advisory foundation of each city in Nicandria, comprised of around 100 members chosen for their wisdom, experience, and contributions to society. The council is filled by individuals nominated by the people and accepted by the current electors. Council members maintain their usual vocations and act only occasionally, providing insight on significant issues, selecting new candidates for the The Assembly of Masters, and serving as stewards of public concerns.
  The Council of Luminaries represents the voice of the city’s residents. While they do not directly implement policy, their collective authority allows them to elevate the most talented citizens to the The Assembly of Masters when needed. Each elector is expected to attend Quarterly Gatherings where they advise on public matters, respond to proposals, and assess potential future leaders. Due to their deep-rooted connections in the community, the Luminaries are seen as the most accessible channel for citizens to engage with the city’s leadership.
