The local, warring settlements around Daggers Fall convene to negotiate peace during the oncoming winter.

After magic users living within all the settlements predicted a long devastating winter, the leaders decided to convene, negotiate a seasonal peace in order to survive the coming season. Making greater ground they could have imagined, the leaders decided to not only create a cease fire but to also pool their resources in a central location and govern it as a council until a safer time passes. For strategic reasons, the picked the pre existing settlement of Dagger Falls, as it was used for moving resources along the river towards and away from the moon sea bay(?)   The winter continued for 23 months straight in the region, by the time the area moved out of winter and into Spring, the settlement had become a strong establishment for safety and community that many were unwilling to disband.   The council, under the leadership of a human named ,Itet Lateef, the original leader of the local settlement, voted to continue to pool their resources and started to build Dagger Falls in earnest.
