The legal recognition of low nobles are signed into existence

With the branches of government now fully established, the populace become increasingly trained and educated through out Dagger Falls in order to fulfil these new roles within the Guilds and establishments    This raises many people out of poverty creating a new class of people, for those that rose the highest, they became Low Nobles, a class to aspire to but ultimately served the purpose of keeping the commoners distinct and seperate from the High Nobles, for this reason Narwien was able to keep her political allies and enemies happy while enriching the lives of her people. She is both criticised and lauded for this action.
