The number of personel aboard the lattice as a whole numbers nearly a million which does not include the huge supply network that keeps it opperational which is up to several million. Reserves are not particually needed as in the vast majority of cases if a ship or orbital fortess loses crew it is usually knocked out of action anyway by the damage it sustained.
Weaponry
The COFL boasts the single most powerful defensive orbital defence of any planet in human controlled space, with the attached naval strength of the rest only the inner colony forces which combined make up nearly a third of the total CoN navy. Outside of the many ships being completed and put through their paces at the docks, (in 2500) a permanent fleet of 6 battleships, 13 armoured cruisers, 12 light cruisers, 72 destroyers, 38 frigates and over 100 auxiliary vessels of various types sit in orbit around the CoN sectors of the planet allowing for a rapid and maneuverable force able to re-enforce any section of the defence grids that comes under attack or plug gaps when orbital infrastructure needs updating.
The massive fleet around the planet however is only a small part of the planets actual defence which lies in the massive Canon Accélérateur Magnétique array mounted to the orbital fortesses that form the lattice structure in the name. Sat in geostationary orbits these fortresses are each fairly primative compared to the capital ships they are designed to rip apart, lacking AI or much ability to move outside of short burst rockets to avoid incoming space weapons and slowly move into posistion before a battle since thise often takes a few hours giving time for them to cluster into hexagonal kill boxes. They do however have a huge amount of armour plating and defensive weapons to protect the main assets of the station, that being the Canon Accélérateur Magnétique, to punch a car sized hole in any ship unlucky enough to get within range and the swarm missile launch systems designed for smaller ships such as destroyers to overwhelm their defensive weapons.
While the orbital fortresses do outnumber their supporting fleet by an order of magnitude numbering over 20,000 in geostationary orbits above the planet, they are spread across the entire orbit of a planet making it so only 6 would be able to engage any approaching hostile fleet at one time, which is far far more dense than most other defence networks which usually cluster over important cities and space lifts.
