The city guard
The city guard is the main organization in charge of keeping the order in the falling city. Serving as both traditional guards, wandering around making sure the citizens are safe and within the law, and as a military-grade force keeping the different countries on peaceful terms for the good of the city. The guard employs people from all ethnicities and backgrounds, trying to keep at least one guard on each patrol from the region they're patrolling. This is done both as a practical thing, having someone who understands the language and culture, but also because it makes people feel safer seeing someone from their own background patrolling. The guards assigned to watch over the central buildings don't have any specific ethnicity ratios but are instead former military or guardsmen who have proved their worth. Guarding the central buildings is both one of the easiest and most dangerous jobs a guard can have. Everyday squabbles like barfights or heated arguments are rare, but when conflict arises it's more often than not between dangerous foes not hesitating on eliminating those who try to step in between. Becoming a city guard is a fairly easy process, provided you have the physical and mental capabilities required. The city always needs more guards as the increasingly cramped living situations make it both harder to patrol and easier for people to get heated at each other. Almost everyone that applies becomes a city guard, starting at the bottom as a regular patrolling guard. Going through basic training the new members learn how to fight but also how to deescalate situations using words rather than violence. As they work the best of the city guard ca get promoted to districts closer to the center, and eventually if they perform well enough become one of the inner guards taking care of the sequirity around some of the most important buildings in the city.
