The city is run by 2 dwarven clans, one is the old clan of Dragonshield and the other being flamehammer.
Defences
Valgulir is a one of the most well defended cities and has by far the largest army in Elyria. It is built upon the rock solid foundation and the cities location. It has an active military force of 20 000 with 45 000 ready and standing by. The army consists of a wide range of infantry, heavy infaltry, mounts and machines of war like siege towers.
