Trisea City
Trisea City is named, unsurprisingly, after the Trisea, which is positioned at a connecting point between Torvahl, Daeamorant, and Kalava'khir. Because this sea is a border point between the three countries, it naturally is a focal point for trade, and a port town to capitalize on that trade was naturally going to develop. The rivers that run through Torvahl have a connecting point in Midbridge, but one of the rivers that branches out from that point runs all the way south to the Trisea, which only serves to cement Trisea City as a trade hub.
Among all the cities in Torvahl, Trisea City is the most culturally diverse, as when the alternatives for crossing the borders of Torvahl are to pass through Lorvahn's Wall into Kalava'khir or through Southstone into Daeamorant, crossing the Trisea into (or out of) the neighboring countries seems like an easy decision. This has established Trisea City as a significant connecting point, where many of the prejudices that might exist between people of the different countries largely hold no sway. People from all three countries live in relative harmony here, where cultural differences are celebrated rather than met with wariness. Torvahl, among the three, is especially known for its inclusivity, and as such the city being within Torvahl's borders aids in this harmony.
Despite these positive traits, Trisea City is far from absent of its own problems, depending on who you ask. The mixed nature of its inhabitants means that often, people bring their own perceptions of what laws need followed, and while it's true that you can find all manner of merchandise from different regions within the city's walls, this also comes with a significantly more lax regulation than you'll find in other cities across Torvahl. Most notably, the Artisan's Guild struggles to find a significant foothold within the city, and so the usual restrictions on the trade of regulated merchandise such as magical items or Dwarven contraptions are not adhered to nearly as rigorously. As a result, Trisea City has a reputation for being run by less-than-savory entrepreneurial groups, most especially a number of pirate gangs or enterprising families. It is not quite a lawless city, but laws are moreso enforced by powerful organizations that've established themselves within the city than the official forces of Torvahl. Much like Midbridge, gold speaks volumes more than laws set forth by the government, which some in Trisea City feel are the arbitrary restrictions of an authoritarian regime.
Crossing the Trisea itself is not without its own dangers, with piracy being a very lucrative trade, and as such anyone venturing across the sea would be well-advised to hire their own protection. It is because of this that particular groups within the walls have established themselves as powerful entities. Reputation is everything in Trisea City, and over time those organizations which have established themselves as reputable (or particularly disreputable) have made enough of a name for themselves that they're viewed as being the ruling parties of the city. Organizations which advertise themselves as being reliable protection need to back up their word if they wish to keep their clout within the walls, and the same is true for those that advertise "acquiring" contraband through questionable means.
