Wulver Holds

Calling the Wulver Holds a singualr nation would be a somewhat incorrect assessment, as many of the Holdsmen will assert. They operate more as a loose confederacy of states instead, with each hold maintaining their own armies and culture. The closest one to a "ruling" clan would be the Wulef, largely due to their vast territorial holdings and accumulated wealth. Their hold city of Ormundgar is where both clan representatives and foreign dignitaries meet, making it the closest thing to a capitol there is. All in all, the Wulver Holds are a cold, unpleasant palce to live for anyone unaccustomed to the climate, and their lack of technological progress borders on outright obstinance against innovation. For many of the clans, they see no reason to change what has worked for centuries, regardless of the wonders brought on by new discoveries.   Not all share this view, though. The aforementioned Wulef clan rose to dominancy because of their willingness to embrace the changes coming to the world. That's not to say they support wholeheartedly the idea fo stripping a land of its natural resources, but they have no moral compunction against using said resources to their advantages. The southern oil fields, for instance, bring a great deal of profit to the holds as the Wulef are liberal in distributing their wealth with the other clans. This keeps the disparate clans placated, along with the stipulation that any industries operating within the holds must be owned and operated by majority Holdsmen. In addition to the oil and lumber, Holdsmen mercenaries are in great demand because of their legendary hardiness and willingness to brave even the most dangerous conditions.
