Reeve
The Reeve of Tarris is the title currently used by the leader of the city parliament under the Trans-Oceanic Empire. It is also an historic title which dates all the way back to the foundation of the city when the Old Pale Empire granted its charter, although it has not been in continuous use for all the years in between, other titles and forms of government having periodically replaced it.
